Bring a large pot of salted water to a boil and cook the pasta until just shy of al dente according to package directions; reserve 1 cup pasta water and drain the pasta.

While the pasta cooks, roughly chop half the ramps (bulbs and leaves) and reserve a few whole young leaves for garnish.

In a food processor, combine the chopped ramps, garlic, toasted pine nuts, 2 tbsp olive oil, 1/2 cup grated Parmesan, lemon zest and juice, and a pinch of salt; pulse until a coarse, bright-green pesto forms. Taste and adjust salt or lemon as needed.

In a large skillet over medium heat, melt the butter with 1 tbsp olive oil. Add the remaining whole ramp stems and cook 1-2 minutes until softened, then pour in the heavy cream and warm gently.

Stir the ramp pesto into the warmed cream and add 1/2 cup reserved pasta water to loosen the sauce; simmer 1-2 minutes until slightly thickened.

Add the drained pasta to the skillet and toss vigorously to coat, adding more reserved pasta water a splash at a time until the sauce clings to the noodles.
