These rosemary garlic potatoes rely on a simple two-stage technique: a brief parboil softens the centers, then a hot sheet pan turns the cut surfaces deeply golden. The contrast between fluffy interiors and craggy, crisp edges makes them especially satisfying.
Fresh rosemary perfumes the oil without overwhelming the potatoes, while smashed garlic cloves roast gently in their skins and become sweet rather than bitter. Lemon zest is added only after roasting so its aroma stays fresh and vivid.
Choose small waxy or all-purpose potatoes of a similar size so they cook evenly. Leaving the skins on adds texture and keeps preparation quick; just scrub and dry them well before cutting.
Serve the potatoes alongside roast chicken, grilled fish, or a vegetable main. They are best straight from the oven, but leftovers re-crisp well on a preheated sheet pan rather than in a microwave.

Cut the potatoes into even 1 1/2-inch pieces, halving the smallest potatoes and quartering larger ones.

Put the potatoes in a saucepan, cover with cold water by 1 inch, and stir in 1 teaspoon of the salt.

Bring to a boil, then simmer for 8 minutes, until the outer edges are tender but the centers still resist a knife slightly.

Drain thoroughly and let the potatoes steam dry in the colander for 3 minutes, then shake the colander gently to roughen their surfaces.

Toss the potatoes with olive oil, rosemary, smashed garlic, black pepper, and the remaining 1/2 teaspoon salt.
